C'è una cosa che non ha capito : perchè l' offerta pubblica costi quasi il doppio dell' offerta privata.
La domanda ovviamente non avrà risposte.

A questo punto è iniziato il balletto intorno alla riduzione di costo sulle precedenti spettanze che per oltre 10 anni  ci hanno visti assistere a esborsi unitari fra i 1.000 e i 1.100 euro mese.

I primi dubbi, notturni, li ha posti la Consigliera Lucia Santoro con riferimento ad una delibera del 2016 resa dall' ANAC ad un parere richiesto dal Comune di Roma sugli asili nido e della quale dirò in seguito.

Ma non è la sola ad avere dubbi. Fra chi poco ci capisce, nonostante le spiegazioni in Commissione rese dall' ASSESSORE in PANCHINA, c'è il Consigliere Lello Pagnozzi .

Ecco allora che l'attenzione viene abilmente pilotata sulla riduzione oraria del servizio che a detta di tanti comporterebbe  " il sacrificio dei bambini, delle famiglie e dei dipendenti che si vedono ridurre ulteriormente lo stipendio ". E vai quindi, dopo le difficoltà del bilancio comunale esternate ancora una volta dall' Assessore Claudio GORI, il " fare cassa sui bambini et similia " intonato dalla consigliera Francesca SBARDELLA.

Quante volte l' ho sentita ripetere questa frase dal mio professore di latino e riferita ai capoccioni, somari ed anche asini.

In effetti, fatta la tara agli interventi fuori tema di qualcuno, le domande corrette sono state quelle dei consiglieri

TRAVAGLINI e PAGNOZZI

" PERCHE' IL SERVIZIO PUBBLICO COSTA IL DOPPIO CIRCA DI QUELLO PRIVATO ? ? "

Una domanda che non ha avuto risposta; una domanda " deviata " alla quale ALTRI provvederà.

Perchè non ci si può appellare ai contratti e alla qualità, che deve essere per legge uguale.

Roma Capitale ha sottoposto all’attenzione  dell’Autorità una richiesta di parere in ordine alla fattispecie indicata in  oggetto.
Roma Capitale  specificava di aver strutturato la nuova procedura, come le precedenti già  espletate, prevedendo la concessione gratuita a soggetti privati di strutture  nuove, di proprietà comunale, completamente arredate

il Comune, diversamente dalle precedenti edizioni, aveva  introdotto tali modalità: il prezzo/mese/bambino massimo riconosciuto per ogni  utente iscritto e frequentante ciascuna struttura è stato quantificato in €  570,00, al netto dell’IVA. Una cifra in aumento rispetto alla precedente quota  pari a 500 euro, necessaria per la crescita dei costi di gestione, in  particolare del costo del lavoro.

Già da questi due stralci della 

DELIBERA N. 1197  del  23 novembre 2016

presa dall' ANAC - AUTORITA' ANTICORRUZIONE

si evince la predazione cui il nostro Comune è stato sottoposto dal 2008 ai nostri giorni.

La somma suddetta  risultava così composta: una quota, pari a quella pagata per i nidi delle rete  capitolina, a carico dell’utente nella misura corrispondente alla fascia ISEE  di appartenenza, che l’utente versa direttamente al concessionario; uno quota  fissa a carico di Roma Capitale di 171,00 euro, pari al “costo  dell’investimento complessivo” (ovvero al 30% del prezzo/mese/bambino massimo  di 570,00 euro), comprensivo di eventuali oneri finanziari, calcolata secondo  quanto previsto dall’articolo 180, comma 6, del d.lgs. n. 50/2016; una quota di  attività imprenditoriale pari a 100 euro, derivante da attività ordinarie  remunerate a prezzi di mercato da utenza esterna (circa 10 posti su 70  destinati ad utenti privati) e da attività complementari a prezzi di mercato.

il nido  dovrà funzionare dal lunedì al venerdì, dalle 8.00 alle 16.30, secondo il  calendario stabilito annualmente per i nidi capitolini.

Ma tant'è ..... fra chi è distratto dai pellegrinaggi  del Sindaco, poi divenuti viaggi istituzionali, e dalle maggioranze inciuciste coi trasformisti alla DE PRETIS e chi legge solo gli stralci delle delibere, io registro che ancora una volta il problema è irrisolto.

A question that has not been answered; a "diverted" question to which ALTRI will provide.

Because we cannot appeal to contracts and to the quality that must be equal by law.

Roma Capitale has submitted to the Authority a request for an opinion with regard to the case indicated in the subject.

Roma Capitale specified that it had structured the new procedure, like the previous ones already completed, providing for the free concession to private subjects of new structures, owned by the city, completely furnished 

the Municipality, unlike the previous editions, had introduced these methods: the maximum price / month / child recognized for each user registered and attending each structure was quantified in € 570.00, net of VAT. A figure in increase compared to the previous quota of 500 euros, necessary for the growth of management costs, in particular labor costs.
