FRA QUELLO CHE HA DETTO E QUELLO CHE HA SCRITTO C'E' DA MEDITARE PROFONDAMENTE
L' occasione è stata la fortuita concomitanza di una raccolta di firme dinanzi alle serrande abbassate di una delle due farmacie comunali. La storia è ormai nota; ne ho scritto decine di volte e ne ha anche scritto, qualche volta, la GRANDE STAMPA LOCALE.
La stiticità in parte di questa è ovvia : sul passato che condiziona il presente pesa la grandissima responsabilità del
PARTITO DEMOCRATICO
Ciò nonostante, cioè nonostante i tanti articoli ed i tanti filmati da me prodotti sull' argomento, qualcuno ha dichiarato di apprendere lo stato dei fatti solo ora. Bontà loro !
L'occasione è stata tuttavia propizia perchè il SINDACO, dopo aver scritto sulle motivazioni di questa penosa situazione, non si è sottratto alle domande di qualche impertinente presente all' adunata che gli ha posto la domanda da un milione di dollari :
" CHE FINE HANNO FATTO GLI INCASSI DELLE FARMACIE "
Si gioca tutto su questa domanda e sulla gestione disinvolta della
STS AZIENDA SPECIALE
la risposta alle odierne difficoltà che vedono questa azienda mettere addirittura a rischio di dissesto l' intero Comune. Ad ascoltare attentamente le dichiarazioni del Sindaco si apprendono situazioni di assurdità, ma si deducono altresì inquietanti interrogativi che non ho mancato di sottolineare nel mio intervento e nei miei commenti. Possibile che nessuno dei DIRIGENTI e FUNZIONARI procedesse ai dovuti controlli ? Possibile che l' occhiuto Commissario STRATIsferico, amministratore per un buon anno dei due e mezzo del disastro della STS ASP, non si sia accorto di nulla ? Possibile che in 20 anni di vita del MONDO STS consiglieri, assessori, sindaci, revisori di ben 5 amministrazioni ( compresa la gestione commissariale ) non abbiano saputo fermare il " cancro " ( definizione in Consiglio comunale dell' Assessore al Bilancio Claudio GORI ) ? Ma quello che è passato liscio come l' olio è il CONTRATTO DI SERVIZIO NOVELLO di cui potrete udire nel filmato numero 15 : un contratto retroattivo teso a fornire le risorse occorrenti al " tamponamento ". Un " tamponamento " che come d'uso graverà sul popolo bue. Altra perla è la mancata ricerca delle responsabilità. Questa è terra di predazioni : ci vengono, li chiamano e ce li portano ( filmato numero 16 ).
La risposta è ovvia : " abbiamo segnalato a chi di dovere ( la Procura ? la Corte dei Conti ? bhooooo !! ) ". Detta così i miei timori che la " pratica " marcisca in qualche cassetto di giustizia è aumentato a dismisura.
Certo è che se poi nelle opportune sedi peroreremo le nostre ragioni come è stato fatto nel caso " PDZ ANAGNINA 1 " dove l' UFFICIO LEGALE del Comune aprì bocca solo per costituirsi parte civile ( e io c'ero unico e solo a tutte le udienze ) allora il BINGO è assicurato !

Va subito al dunque il Sindaco Mastrosanti : la nascita della STS AZIENDA SPECIALE nel 2015. I debiti, le perdite e il disinvolto modus operandi dell' azienda.
" il fornitore non lo pago, vado da un altro e non lo pago, poi vado da un altro " questa la logica operativa dei VERTICI della STS.
Nel giro di due anni e mezzo " bruciati " tutti i grandi distributori di medicinali.
Il libretto che spiega i primi 18 mesi di mandato; le cose fatte e quelle in fieri sulle quali si sta lavorando. L'intervento sull' illuminazione, sull' acquedotto.

Ancora sulla STS AZIENDA SPECIALE e lo spostamento dei soldi .
Il CONTRATTO DI SERVIZIO NOVELLO : ragassi è retroattivo !
Il che significa che la COMUNITA' si accollerà i costi derivanti dalla precedente MALA GESTIO.
E le elenca il SINDACO e le quantifica. Emerge il MODUS OPERANDI dei vertici della STS AZIENDA SPECIALE e i relativi DANNI ERARIALI : un vero babà per la CORTE DEI CONTI !
Ma dalla disamina emerge una situazione pluriennale che investe 20 anni di Amministrazione ...... compreso il periodo del Commissario STRATIsferico.

RispondiEliminaPongo la seguente domanda:puo un insieme di cittadini fare una class action nei confronti del Comune (leggi dirigenti) che non hanno ottemperato alla legge e hanno creato con la loro non azione un danno all'erario comunale. Grazie, attendo una risposta da parte di qualche avvocato che legge il tuo blog
